Constitution

Constitution of the Pakistan Squash Federation, as approved in the 21st Annual General Meeting held at Air Headquarters Chaklala on 28 July 1993, with subsequent amendments.

Article 1 — Name

The organisation shall be called the “Pakistan Squash Federation,” whose official abbreviated title is “PSF.”

Article 2 — Jurisdiction

The jurisdiction of the PSF shall extend throughout Pakistan.

Article 3 — Membership

3.1 The PSF shall consist of the following types of members:

  • (a) Full Members: All provincial squash associations, defence services of Pakistan, autonomous and semi-autonomous organisations, Pakistan Railways Sports Control Board, University Grants Commission.
  • (b) Affiliate Members: Members with participation rights in tournaments being run by the PSF or its Members. Affiliate Members may attend the General Council Meetings but shall have no voting rights.
  • (c) Honorary Members: Any individual considered beneficial to the Federation, may be co-opted as an Honorary Member. Honorary Members may attend General Council Meetings but shall have no voting rights.

3.2 Membership Fees

(a) The annual membership fees shall be as follows:

(b) The membership fee shall fall due on the 1st of July each year and shall be paid within one month of the date on which it falls due. In case of late submission a fine at the rate of 10% per month of the affiliation fee shall be charged up to a maximum of 6 months. The matter shall then be taken up in the AGM.

(c) A new applicant for membership shall pay the membership fee, along with the application for membership. The amount shall be refunded if the application is refused.

(d) No Member shall be entitled to vote at any meeting of the Federation while their fee is in arrears.

3.3 The financial year of the Federation shall be from 1st July to 30th June.

3.4 Any Member who has been struck off the roll of membership and who is re-admitted to membership shall pay all arrears, up to the date of re-admission.

Article 4 — Affiliation

The PSF shall be affiliated to the World Squash Federation, the Asian Squash Federation and the Pakistan Olympic Association.

Article 5 — Headquarters

The Headquarters of the PSF shall normally be located in the town where the President resides, or where the President desires, with the concurrence of the Executive Committee.

Article 6 — Principles and Objects

  • To promote the game in Pakistan.
  • To maintain general control of the game of squash in Pakistan.
  • To uphold the rules of the game of squash as adopted by the World Squash Federation.
  • To ensure the observance of these rules in all national and international competitions and matches held in Pakistan.
  • To organise and control national and international competitions and tournaments in Pakistan.
  • To co-ordinate activities in respect of the game of squash within the country, including the preparation and enforcing of the “National Squash Calendar.”
  • To maintain and publish a national ranking list for players in all the categories (seniors, U-19 and U-16).
  • To enforce a code of conduct for players.
  • To arrange and encourage a systematic scheme for training of squash players.
  • To collect and manage funds.
  • To standardize and control refereeing.
  • To conduct referees’ clinics and to grade referees.
  • To maintain liaison with the WSF, ASF, the POA, the Pakistan Sports Board, the PSA and all other national and international bodies, in all matters relating to the game of squash.
  • To collect, collate and circulate information amongst its Members.
  • To select national teams and team officials for international events.
  • To grant affiliation to new Members.
  • To grant permission to Members to organise national and international tournaments.
  • To seek exemption under Section 15(d) of the Income Tax Act 1992, and excise levies.
  • To appoint executive, standing and sub-committees.

Article 7 — General Council

7.1 The supreme authority of the PSF shall be vested in the General Council consisting of the President, Vice Presidents and President of each Member or the members’ duly authorised representatives.

7.2 Powers of the General Council:

  • To admit new applicants to membership of the PSF, in accordance with the rules.
  • To hold, control and administer the property and funds of the PSF.
  • To make and amend rules of the PSF and to frame bye-laws as necessary.
  • To consider and decide matters not covered by the rules.
  • To take such other steps as may be necessary to carry into effect the objects of the PSF.
  • To appoint duly qualified auditors (chartered accountants) for the audit of accounts.
  • To ratify the actions taken by the Executive Committee, in accordance with the rules.
  • To amend the Constitution, requiring a two-third majority of the votes of the Members present (21 days notice required for proposed amendments).
  • To elect the office bearers, by ballot or show of hands.
  • To ensure all provincial associations hold their elections regularly.
  • To receive duly approved minutes of the meetings held by the provincial associations.

7.3 Annual General Meeting

The General Council shall ordinarily meet once a year, within three months of the commencement of the financial year. The Honorary Secretary shall give not less than 21 days notice of the meeting and circulate the agenda and audited statement of accounts.

7.4 Special / Emergent Meetings

A special meeting may be summoned by the President, the Executive Committee, or on the written request of not less than one-third of the Members. 15 days notice is required.

7.8 Quorum: one-third of the representatives of the Members. 7.9 Voting: Members must intimate their representatives in writing. Voting by proxy is not allowed.

Article 8 — Office Bearers

The following office bearers shall be elected at the General Council Meeting:

  • President and the 3 Vice Presidents.
  • All elected office bearers shall hold office for three years. A vacancy caused by death, illness or resignation shall be filled at the discretion of the Executive Committee.
  • The office bearers shall be eligible for re-election.
  • The following shall be appointed by the President: Honorary Secretary, Honorary Treasurer, Honorary Joint Secretary.

Amendment (04 March 2015)

Tenure Restriction: One tenure of any member of the Federation will be of 4 years only. The President, Honorary Secretary and Treasurer will be allowed a maximum of two tenures, after which they become ineligible for the same posts (but may contest for a higher post).

Article 9 — Duties and Powers of Officials

9.1 President

  • Head of the Federation; acts on behalf of the Federation between meetings.
  • May nominate one Vice-President as Senior Vice President (Executive Director).
  • Appoints the Honorary Secretary, Joint Secretary and Treasurer.
  • Convenes and presides over all meetings of the General Council and Executive Committee.
  • Has the casting vote in case of equality of votes.
  • May take emergency action, reporting at the next meeting.
  • Holds all financial powers in respect of the approved budget.
  • Approves selection of national teams and officials.
  • Nominates delegates to WSF, ASF or other meetings at home and abroad.
  • May dissolve any provincial association and appoint an ad-hoc committee until fresh elections within six months.
  • May disaffiliate any member that violates the constitution or rules of the Federation.

9.2 Senior Vice President

  • Exercises all powers of the President in his absence.
  • Assigns specific duties to the Honorary Secretary and Honorary Treasurer.
  • Liaises with WSF, ASF and Pakistan sports bodies on behalf of the President.

9.3 Honorary Secretary

  • Performs duties delegated by the President / Senior Vice-President.
  • Corresponds on behalf of the PSF.
  • Issues notices and agendas for all general and executive committee meetings.
  • Maintains up-to-date data of members and their representatives.
  • Records proceedings of all meetings; circulates copies within a month.
  • Supervises and controls the functioning of the PSF office.
  • Acts as secretary of the General Council, Executive Committee and other committees.
  • Implements the programme laid down by the Federation.

9.4 Honorary Treasurer

  • Maintains a stock register.
  • Maintains up-to-date accounts of the PSF including a cash book.
  • Receives and deposits all funds in the bank on behalf of the Federation.
  • Prepares and circulates the annual audited statement of accounts.
  • Prepares the budget and submits it to the General Council.
  • Makes all payments with the approval of the President (or SVP).
  • Advises on financial matters.

Article 10 — Executive Committee

10.1 Composition

  • All office-bearers of the PSF (Article 8.1).
  • One member from each provincial association (unless already represented by an office bearer).
  • Any other member deemed necessary.
  • Honorary Secretary.
  • Honorary Treasurer (quorum will be 4 including two Vice Presidents).

10.2 The Executive Committee shall meet not less than twice in a calendar year, whenever summoned by the President or at the written request of at least three members.

10.3 Quorum & voting: Four members; no proxies; simple majority; the chairman has the casting vote.

10.4 Powers

  • Comply with the Constitution and bye-laws; decide all queries of interpretation.
  • Conduct routine affairs of the Federation.
  • Sanction and control expenditure as per the approved budget.
  • Ensure accurate accounts are maintained by the Treasurer.
  • Raise funds for the Federation.
  • Hold national and international championships and tournaments in the country.
  • Allocate major tournaments to Members.
  • Recommend new membership applications to the General Council.
  • Summon Special / Emergent General Council Meetings when necessary.
  • Approve selection of players / teams to represent Pakistan internationally.
  • Appoint coaches and establish coaching camps for national teams.
  • Recommend bye-laws to the General Council.
  • Sanction grant-in-aid to Members for squash activities.
  • Appoint chairmen and members of standing committees.
  • Enforce the code of conduct.
  • Investigate and dispose of matters arising out of misconduct.

Article 11 — Standing Committees

The PSF shall have the following standing committees, appointed by the Executive Committee.

11.1 Selection Committee

Chairman: Senior Vice President · Members: one Vice President, manager, designate coach · Secretary: Honorary Secretary

  • Adopt the fairest system (trials) for selection of national teams.
  • Select the best possible team to represent Pakistan internationally.
  • Appoint the camp commandant, coach and manager for national teams.
  • Draw up agreements between PSF and players, managers and coaches.

11.2 Disciplinary Committee

Chairman: one Vice President · Members: one member from each provincial association & from the accused’s association · Secretary: Honorary Secretary

  • Uphold the good name of the PSF and the game.
  • Ensure the code of conduct is not violated.
  • Investigate cases of indiscipline; recommend action including banning of players.
  • Issue warnings or impose fines on defaulters.
  • Withhold prize money pending disciplinary action.

A player may appeal against any disciplinary action within 14 days in writing. The appeal shall be heard by the Executive Committee. Decisions are binding on all concerned.

11.3 Referees Committee

Chairman: Senior Vice President · Members: two Vice Presidents and two co-opted members · Secretary: Honorary Secretary

  • Ensure latest WSF rules are enforced in Pakistan.
  • Provide interpretation of the rules of the game.
  • Train referees and markers; arrange referees’ clinics.
  • Appoint tournament referees for national and international tournaments.

11.4 Junior Squash Development Committee

Chairman: Senior Vice President · Members: one Vice President and one member from each provincial association · Secretary: Honorary Secretary

  • Develop a comprehensive programme for squash at the junior (U-19) level.
  • Scrutinize the age of players in junior tournaments.
  • Maintain and circulate records of ages of U-19 players.

Article 12 — Procedure for Amendments

  • All amendments suggested by members shall be forwarded in writing to the Honorary Secretary, PSF.
  • Proposed amendments shall be considered by the Executive Committee at least 10 days before the General Council Meeting.
  • The recommendations of the Executive Committee along with the proposed amendments shall be circulated to all members and placed on the agenda.
  • The constitution shall not be amended unless passed by at least a two-third majority of the members present during the General Council Meeting.

Article 13 — Arbitration

Any dispute or differences between two or more Members shall be referred to the President whose decision shall be final.

The Executive Committee shall appoint a legal adviser, if necessary, on a suitable honorarium, to defend any cases filed in a court of law against decisions made by the General Council, Executive Committee, any other Committee or any of its authorised officials.

Article 14 — Code of Conduct for Players

The PSF code of conduct applies to all events held in the jurisdiction of the Federation and to individuals and teams. The PSF supports the Rules of Squash as published by the WSF.

The following offences may attract penalties or disciplinary action:

  • A player who verbally or physically abuses opponents, the marker, referee, officials, spectators or sponsors.
  • A player who shows dissent to officials, including foul language and obscene gestures.
  • A player who abuses playing equipment or the court.
  • A player who fails to comply with the conditions of entry of a championship.
  • A player who, having entered, withdraws from the event without justifiable grounds.
  • A player who fails to complete a match for reasons other than injury, illness or emergency.
  • A player who defaults from a championship (evidence may be required).
  • A player who fails to make himself available for reasonable media interviews.
  • A player who does not comply with the rules or spirit of the game.
  • A player guilty of any other unreasonable conduct bringing the game or the Federation into disrepute.

Appendix A — Accounting Procedure (Honorary Treasurer)

  1. Act as financial adviser to the Senior Vice President PSF in relation to the maintenance of PSF accounts.
  2. The limit of cash in hand is Rs. 1,00,000 (one hundred thousand) for petty cash transactions (amended at the 30th AGM, 20 November 2002).
  3. Examine all bills paid or incurred on behalf of the PSF and verify they are correct and in order.
  4. Maintain a cash book in his own handwriting, balanced each month and submitted to the SVP.
  5. Obtain monthly bank statements; prepare and verify reconciliation statements.
  6. Receive and deposit all cheques and cash in the bank on behalf of PSF.
  7. Maintain the following books: cash book, petty cash book, purchase book, stock book (consumable and non-consumable items).
  8. Pay all bills on time after ensuring they are in order.
  9. Ensure every transaction is supported by appropriate vouchers.
  10. Obtain SVP approval of estimated expenditure for championships, trials and camps.
  11. Prepare the annual statement of account as at 30 June every year and get it audited by a chartered accountant.
  12. Take immediate remedial action on detection of serious irregularities; notify the General Council.

Later Amendments

04 March 2015 — Article 8 (d) Tenure

39th AGM — 27 April 2012 — Voting Rights

Each provincial squash association will have two votes and the affiliated members will have one vote.

39th AGM — 27 April 2012 — Annual Affiliation Fee

The existing annual affiliation fee for all associations / departments was increased by 100%. The revised rates were implemented w.e.f. 1 July 2012.
